One who wears a talis should first put on their talis and then put on their tefillin. Therefore, when placing them in the bag after Davening, one should put the talis closer to the opening of the bag so as not to pass over the mitzvah of tefillin to get to it. If one did make contact with the tefillin first,then he should put on the tefillin first.
