One is obligated to recite Birchos Hatorah before reading aloud any part of Torah, Mishnah, Gemara, Midrash, Halachah or any texts that contain verses from the above. Many poskim hold that it is permitted to think Torah thoughts without reciting Birchos Hatorah, and this is the general minhag.
