One who remembers during Pesukei Dezimrah that they forgot to recite Birchos Hatorah should recite Birchos Hatorah with the P’sukim, Mishnah and Braisa, right when they remember. If one only remembered during Birchos Krias Shema, they should have in mind to fulfil their obligation with אהבה רבה and learn Torah immediately after Shacharis. If one did not learn Torah immediately after, they should listen to someone else reciting the brachos. If neither of these solutions are possible, one should recite the Birchos Hatorah after davening.
