One should first recite the Bracha of מתיר אסורים and then זוקף כפופים. If one recited first זוקף
כפופים, then one can no longer recite the Bracha of מתיר אסורים. If possible one should try to hear the Bracha of מתיר אסורים from someone else  If one began the Brachah with the intention for זוקף כפופים and then before ending they realized they did not recite the Bracha of  מתיר אסורים, one should end with זוקף כפופים, even though one will not be able to recite the Bracha of מתיר אסורים afterwards.
