The Bracha of אשר נתן לשכוי בינה is referring to hearing the rooster crow or the enjoyment of light. Therefore, one should not recite this Bracha until there is light outside, unless one heard the rooster crow. However, if one recited the Bracha any time after Chatzos, they do not need to repeat the Bracha later.
