One who gets called to the Torah before reciting Birchos Hatorah, if possible, should recite the Brachos with at least one Pasuk, and then go to the Torah and say the Brachos on the Torah. If this is not possible, one should go to the Torah and recite the proper Brachos, but afterwards recite only אשר קדשנו and והערב and the Pesukim, but not אשר בחר בנו.
