If one did not recite Birchos Hashachar before Davening, one can recite them after Davening, except for the Brachos of על נטילת ידים and אלוקי נשמה. Concerning ברכת התורה it is a question in the Poskim if one can recite them after Davening, and therefore one should be careful to recite them before Davening. However, if one forgot to recite them, one can rely on the fact that they said Birchos Krias Shema and should then learn something immediately after Davening . If one did not learn something right after davening, then one should recite the Brachos.
