One should not look at any writings, even Divrei Torah, while reciting a bracha. There is a discussion whether one could fold their tallis while saying the shir shel yom and therefore it is better not to. Similarly, one should not dry their hands while reciting a bracha, they should first recite the bracha and then dry their hands.
